Human Resource Management Office

The office assists the Local Executive and the Sanggunian in the development formulation and execution policies, rules and regulations in all area of personnel management in accordance with Civil Service Law, Rules and Municipal Ordinance and develops sound personnel records management program. Further, the office assists the LCE and other Municipal Officials in the implementation of the Capability Development Plan of the Municipality of Pavia in support to the Executive Agenda, and implements a comprehensive and balance development program designed to raise the level of efficiency, effectiveness and morale of employees.

The Office for Human Resource Management has the following operational component:

  1. Recruitment and Selection
  2. Training and Development
  3. Performance Appraisal, Merit and Promotion
  4. Leave Administration
  5. Retirement and Other Personnel Services

  1. Preparation and Processing of Appointment
  2. Processing of Vacation/ Sick Leave
  3. Updates Service Records and Leave Cards
  4. Keeps 201 (Personnel) Files
  5. Process and Records Travel Orders and Pass Slips
  6. Prepares and Process Retirement and Terminal Leave Benefits
